There's an unlock quest in Vesper Bay. You need to be a crafter of at least lvl 15 I think. Talk to the lady sitting near the center of Vesper Bay and bring her some more orange juice. You'll then be able to get all of the Emperor's stuff except the shield. That or the Ronkan city will be flying by 5.5 since that's the only notable thing that's ever been said about them before FFXIV.
